Implementation of VAT

Effective 1st October 2019, Value Added Tax (VAT) also referred to as the Imposta sul Valore Aggiunta (IVA) consumption tax at 14% will replace the current 10% Consumer Tax (IC). Import VAT will be applied just to the CIF (Cost Insurance and Freight) value of the shipment. A key change in the taxation regime is that the VAT is claimable by VAT registered companies versus the prior consumer tax which was a non-claimable import cost.

  • All imports are subjected to VAT at 14% with effect from 1st October 2019.
  • Exports from Angola are exempt from VAT.
  • Basic goods namely beans, rice, flour, sugar, milk, oil and soap are the only exempted Commodities.
  • Petroleum products will be exempted if listed in annex II of the government directive related to VAT under article 12.
  • Equipment import by the Mining and Oil and Gas Sector are exempted from VAT at this time
